Yes. ITV only has to carry subtitles on Freeview, and only for a certain percentage of programmes. The most recent figures I can find (Jan-Jun 2016) show ITV is subtitling far more than it needs to by law.

@Jwdcare67 you will find many posts on this forum concerning ITVhub and All4, of which ITVhub is definitely the most problematic. We can only hope Sky will push ITV to improve the app as it is in their interest to keep all Sky Glass customers happy.

I use my xbox for streaming and the old ITVhub app has automatically updated to itvx. Obviously a fairly hefty purchase if all you want to do is watch tv, but I am a gamer too, but as I already had it I didn't bother buying an additional device for streaming.
It's because ITVHub has never really hit the mark and BritBox. Well, it's basically in the UK is a damp squid plus is losing money and no longer is part of the BBC portfolio. and who can remember the failure of ITV digital or on digital?. not forgetting ITV sports channel and I can go on and on.
As already pointed out - ITV Hub has never been available as an app on Sky Q. You may have perhaps used it via your TV apps, seperate from Sky Q. Most modern smart TVs have all the major UK streaming apps available, including ITV Hub, so try using your TV remote control to access them rather than ...
Having done that, I noticed on the apps home page that, where there had previously been an ITVHub icon, there was now a shiny new ITVX one. I tried it and it worked perfectly, with no glitches and the programmes returned smoothly after each commercial break.
