Completely remove the current Nvidia device driver using the widely available free DDU utility, then restart your PC and go to the Nvidia website to download and install a couple of slightly older version of the Nvidia device driver to test if your system specifications are then displayed correctly in dxdiag and in the Nvidia app.
I have MSI Nvidia GeForce GTX 1050 Ti as gfx card and DirectX Ultimate is disabled in Dxdiag diagnostic tool, either. I checked "Hardware Accelerated GPU Scheduling" in Settings > System > Display > Graphics > Change Default Graphics Settings and it was already turned on, but it was of no help, either. Hope this helps.
Based on the screenshot, it seems that there is an issue with the DxDiag tool itself. It seems that you have copied the DxDiag tool from an old computer as the tool seems to be running under compatibility mode. Please go to file explorer->This PC->C drive->Windows->system32, run "dxdiag.exe", and see whether the issue persists.
