This has all the fingerprints of a TCMA bug. It's what happened to the ANA 787. There seems to be an issue during the transition to ground mode that shuts down both engines under some circumstances.
I recently flew from HKG-LHR on VS207 redeye, which is operated by a B789. I was sitting in the front row of the premium economy cabin in an aisle seat, facing the bulkhead.
Not sure on the 359 which are software, paperwork, or hardware changes, bit this same thing happens in most fleets.
1900C - Max cruising speed 495km/h (267kt). Range with 10 pax at long range cruising speed with reserves 2907km (1570nm). 1900D - Max cruising speed 533km/h (288kt).
This is something that has always interested me. If an aircraft is vectored onto the localizer (and is therefore established on a published segment of the approach) then they should be able to descend immediately to the crossing altitude at the FAF (or if there are any crossing restrictions between them and the FAF) however it seems that aircraft are content to just cruise down the glideslope ...

-because of ^, quad's engine is more closely optimized to cruise conditions than twin. Specifically, when cruise thrust is closer to maximum thrust, your engine OPR is higher, meaning higher thermodynamic efficiency. Quad will climb more slowly, but cruise fuel burn predominates.
