Kinda, Xianxia stories can also have a paradigm where the mortal government/society is largely kept separate or neglected by cultivators. More often though Xianxia stories have cultivator sects/clans be the government, or the emperor is a cultivator. So it usually doesn't make sense to have an idea of a Martial Arts World separate from mortal affairs like in most Wuxia stories.
