If you really have to explicitly specify the transfer order quantity/batch you can still use the L_TO_CREATE_DN function. It features IT_DELIT import parameter. It's a table that allows you to specify among others quantity and batch of a delivery item for which you are creating a transfer order.
L_TO_CREATE_DN is a standard l to create dn SAP function module available within SAP R/3 or S/4 Hana systems, depending on your version and release level.
You use this parameter to define item specifications, so that thesystem does not create transfer orders for all open quantities of thedelivery with function module L_TO_CREATE_DN. The system only creates transfer orders from this table for thespecifications in varying levels of detail.

I have tried several function modules (like L_TO_CREATE_DN), but it doesn’t expose the certificate filed (ZEUGN). So question is, is there any function module or bapi or any other interface available to call from abap where I can create a TO for a delivery AND update the ZEUGN field.

We are using L_TO_CREATE_DN function module to create transfer order. Whenever we pass quantity of 20 or 10 in VSOLM field to the function module it creates a transfer order for 50 quantity. But we need to create TO for 20, 20, and 10.
