When, for example, updating iOS on an iPad, there is no announcement indicating the update is complete. The updating activity simply ends and you are left at the home screen.
If you want to check on the progress of an active iCloud Restore, you can do so in modern versions of iOS. The data remaining information will be shown in megabytes (MB) or gigabytes (GB). It’s best to let the iCloud Restore process complete, however long it may take.

The best way I know at the moment to monitor an icloud backup is still the progress bar on the iphone under: Settings > Apple ID (i.e. your name, first button in settings) > iCloud > iCloud back up.
On your iPad, open Settings and tap on your Apple ID name at the top. Tap on iCloud, then iCloud Backup. Under Back Up Now, you should see something like “Last successful backup: 1:32 PM.”

Tap iCloud, tap See All, then turn on the apps and features you want to sync with iCloud. For example, turn on iCloud Drive to make your files in iCloud Drive available to your other devices.
To see this go to Settings > [your name] > iCloud > iCloud Back Up From there you can see if it's still backing up, the date/time of the last back up or you can force a back up from there
