This problem could be caused by an outdated version of Bios or the fast startup setting. Check on your laptop manufacturer's website if there is any new Bios version for your model and if the problem persists disable the fast startup and check if it fixes the problem.
Try holding down shift when you click shutdown. That means your laptop is just asleep, not shut down -- that's the default setup for Win 10/Win 8.
