I have Outlook from Office 365, and it continues to prompt me for a password and won't download or send any messages. I've attempted the repair, but it doesn't help. I've confirmed that I can log into the Office365 webmail on the machine on which Outlook desktop doesn't work, and the Outlook webmail works fine.

So you're not in the right forum since this forum is for Outlook for Mac (the app), but it's OK. MS accounts are a notorious pain to use in a web browser. As you've found out, switching from one to the next is a challenging task.
