Alt+tab broken in GTA 5 after updating to fast ring insider 18963 released on August 16, 2019. Alt+tabbing out works but if you go back to the game you are met with a black screen or a frozen screen of the game! After the new insider 18963 preview update (fast ring) I can no longer alt+tab out of GTA 5 and bring the game back up.
