"Twenty oh nine" is admittedly odd. I haven't heard it that I recall. (The only thing remotely close the shortened "oh nine"). Saying "twenty ten" for next year is common though. A quick note: In the US people generally say "two thousand nine" instead of "two thousand and nine" which is British English.
