I usually use a spray can of Halfords car primer for this. The colour of primer I choose depends on the final colour of what I am painting but for scenic work plain white usually works best. The Tamiya and Citadel (available through Games Workshop) range of acrylics are excellent and I can highly recommend them, particularly for scenic work.
