Sounds more to me like they've bricked the new Outlook and just don't want to admit it! I'm seeing a lot of people on social media saying they can't access Outlook right now either because of this message, and I don't think it has anything to do with what e-mail you use.
I have multiple Microsoft accounts, e.g. personal, family, shared account for a club My personal account automatically signs in and I cannot switch to the other accounts.

I realize that you've encountered a problem when log in your Hotmail account on Classic Outlook for Windows. For your questions, you can still use your @hotmail.com e-mail address. Even if the login link changes to outlook.com, your @hotmail.com address is still valid and you can continue to use it to send and receive e-mail.
Some computers successfully Sign In and shows our Account Info but others continue to show Sign In. I don't know what was done for a couple of PCs to Sign In successfully at all, but I'm noticing that somehow, this Sign In button is causing freezing of Outlook during initial launch for about 2 minutes, which is unacceptable for my end users.

Since updating to 'New Outlook' a short time ago, I am unable to sign out of e-mail. My Profile box at top right has gone. I am advised that my Ad Blocker could be the cause and to switch it off.
