From that admin command prompt, run explorer.exe; Now, you should be able to open appwiz.cpl, or any other control panel applet with administrative privileges. When you're done, kill the running explorer process(es), and run explorer.exe as the logged-in user. Caveat: This can lose certain settings, or break your normal desktop environment.

good day i just installed win 10 fall update and have run into one issue which is i cannot open most items in the control panel, rightclick on pc and clicking properties does not open the properties page, had to fix gpedit. i am assuming all of this...
For remote support is there a way to run Control Panel items like AppWiz.cpl as an administrator, for example you remote onto a Windows 10 22H2 computer which is logged on as a non-administrator, you need to uninstall an application , rather than switch User run the AppWiz.cpl as an Administrator.
Unfortunatly, I'm having trouble getting SP2 and SP1 off my system. Without appwiz.cpl I can't using the standard uninstall routine. I tried the command prompt method described in kb948537, but that wasn't successful. (I guess at some point I ran disk clean up and the needed temporary installation files are now gone.)
The best I found was to create an AutoHotKey script and make it tab over quickly to the search box and type in your query there, since it doesn't look like appwiz.cpl takes in any arguments: #NoEnv ; Recommended for performance and compatibility with future AutoHotkey releases. ; #Warn ; Enable warnings to assist with detecting common errors.
To follow-up and expand upon this question, I want to know how to get a list of applications as shown in appwiz.cpl which always shows all installed applications. From here, we know that other installers like InstallShield, Wise, NSIS do not register the applications with WMIC so. wmic product get name,version
So what you are saying is: 1) it is impossible to run settings app as an admin in the same desktop as a current user (e.g. using runas) and 2) it is possible to use Local Group Policy to enable limited users to change the grayed out settings? I can't edit policy on this PC as it is home edition, but I will keep that in mind. Thank you! –
