Is not as huge as you are saying especially when we talk about driving license. When I exchanged mine I paid a max of £50-52 all included (1st class signed for). I always use this service when dealing with driving license/v5/dvla. Better to pay more than be sorry. You pay £50 to exchange it but save hundreds on car premium, proof of address,etc.
The DVLA is still running, however, the website says, "Because of coronavirus (COVID-19), DVLA is currently only able to answer your call or email if you’re a key worker (for example you work in a hospital or in a supermarket, or you’re a lorry driver)."
The DVLA has launched a new service that allows motorists to tax a vehicle online even if they have lost the V5C log book and V11 reminder letter. The long-awaited service is available through GOV.uk and will be a boon for motorists who own a vehicle but can’t find the paperwork to tax it.
Thank you, I was hoping they (DVLA) would just go away - they have a reputation of being incompetent. Just checked: The V5 has always been registered to the same address as the driving licence, It looks like the police sent the speeding ticket to the insurance address and it is the insurance address that the DVLA are investigating.

I got a new passport recently with new photo, then updated drivers licence later. Even though the DVLA requested the passport ID, they still re-used the ancient raisins-in-a-rice-pudding photo *shrug*
To notify the DVLA you will need the V5C, as this has the 11-digit reference number on the front that you needed to tax the vehicle in the first place. If you no longer have this for any reason you can request a replacement from the DVLA (although there is a charge of £25).
The DVLA revoked my driving licence of 50+ years in Sept 2024 due to cataracts in both eyes. I have undergone extensive eye surgery. The engine in my Fiat Doblo van has broken down and the local garage that I trust has told me it needs replacing. I will do this with a reconditioned unit. Obviously the replacement unit will have a different number to the old one. Do I need to inform the DVLA of the change and, if I have to send the V5 in, can I still use my van until the replacement V5 comes back? Many thanks.
