Both VNyan and Warudo allow you to custom write scripts for interactions, they have the ability to place your model in environments, use multiple cameras, create and set pose toggles in the app, built in ability to use channel point interactions, etc. personally I use warudo - it’s more ‘everything in one’ - rather then relying on using vseeface + additional programs sending eachother data.
Alternatively, you can browse through the various VTuber reddits to look for posts asking for collabs, or in dedicated VTuber discords. MISQ? If you want to use a voice changer, use a voice changer. It's okay if your voice doesn't quite "match" your model, or "fit in" with other Vtubers.
this might be a dumb question but I honestly don't know. I'm just curious I currently be tube but I use a 2D model. And I've been learning how to use blender and model in my free time just as a hobby with the goals of maybe making a VR chat model. I was thinking today I've seen other v-tubers like iron mouse have a more 3D model.

Twitter definitely seems to be the best place to look. I follow a bunch of 3D artists who do VTuber models (I also do 3D Vtuber models). Always look for "VTuber" and "Commissions Open" in the Twitter search bar. It should help you narrow down artists!
in the download is usually what they say they give, a .psd file, a model, etc. If it's a psd, find a rigger to rig the model or download live2d and rig it yourself. If it's already rigged (not a .psd file) then you're ready to go to use it for whatever! well that's if it's allowed, some people just want their models for personal use.
