I would definitely go for the continuous tense "How long have you been learning English? Since June." I don't think the simple perfect works in that dialogue: it sounds odd to me and I wouldn't use it.
How long have you been learning English? - correct. (because they are still learning, this is the present perfect continuous) How long have you learned English? - incorrect. cannot use the present perfect for durations. also, learned means you already learned it all - but you are still learning.

They are both correct, but they have slightly different meanings. You would ask “When did you learn English?“ if you want to know when they finished learning English. You would ask “when did you start learning English” when you want to know when they first began to learn English.
Been speaking some amount of English since about 6 years old. Played a lot of English games so that helped. My first official English class in school was at age 11 but I was pretty far above the level we got taught there.
