The Hackle was indeed adopted from The Royal Northumberland Fusiliers when the Fusilier regiments amalgamated in 1967 when the Royal Fusiliers ceased to exist and the Royal Regiment of Fusiliers came into being.
I'm going to cross post this question across the three Fusilier threads. When did regulations start referring to a 'hackle' in Fusilier head dress (Assuming they did)? My guess it would be after the Fusilier distinction was adapted for Foreign Service helmets and then berets.
