Unless the other tradesman is a CIS contractor, deducting tax, then there is no reverse charge. Client is correctly charging VAT. The problem sits with the other tradesman, if it is the case that he should be operating CIS. I think your client has a good understanding of the issue. Not all work done for other traders is work done under CIS.
