I agree, Shouyou meant a lot to Katsura, too, and it's a bit surprising that people think Katsura somehow isn't also deserving of a poignant moment with his teacher just because he handled post-Shouyou life better than say, Takasugi. I know a lot of Katsura fans who were unhappy with the ending for the same reasons.
