Several classes can obtain >1/2 level to initiative from class features. Hell, a fighter can get +13 from trained initiative and sprightly armor. Sprightly armor isn't fighter only, but a pure wizard can't qualify. Now, I'm not saying any of these are necessarily tier 1 classes, just that divination wizards don't necessarily auto-win initiative.
