Story wise IV is superior also it has likable characters and the best dragoon ever, Kain. But the final boss is not much of a challenge. on the other hand V has enjoyable gameplay, you can choose from a variety of jobs as you progress further into the story, and there is some really fun to beat superbosses. So, I would say V is better.
