The way I understand OP is that his userman becomes unusable after reboot. Possibly loosing all configuration about users. Which doesn't mean that ROS forgets about userman (it's still enabled etc.), but that userman specific config is lost. I've no idea about userman and how it works, but I'm guessing everything is actually stored in userman ...
