In my case, the option for fingerprint was greyed out on any user that was domain connected. I can't remember the reason, something about a GPO not allowing a PIN to be created which is required for Windows Hello. I haven't mass deployed it yet, just tested for me personally. You should be able to deploy a registry key with group policy.
