SAI2 does not have conf files. Everything the conf files did are p much now built in, like textures automatically loading and it now having a built in preset editor. There is no way to translate SAI2 unless you are okay with modifying the EXE, which I'm not entirely sure how to do. There are probably some programs built to translate the strings in programs.
