参院選は「選挙区選挙」と「比例代表選挙」の2つの投票で構成されています（選挙区選挙74議席+比例代表選挙50議席で合計124議席）。 選挙区選挙は立候補した個人同士の争いになります。 有権者（国民）は選びたい人の名前で投票 します。 通常の選挙と同じなのでこちらは分かりやすいと思います（後述する比例選挙は国政のみの仕組みなので少しややこしい）。 選挙区は基本的に都道府県単位です。 ただし、「合区」と呼ばれる複数の県をまとめた選挙区もあります。 逆に東京は前回の参院選で単独の都道府県で6人区でした（選挙区ごとの改選数は選挙の1票の格差議論の対象となっており選挙ごとに変わっています）。 以下、注目ポイントです。
